TASER Approved Civilian Training Course for the TASER Pulse & Bolt

Initiated Summer 2017, TASER's Civilian Training program brings certified instructors to your neighborhood.  Taught by active firearms instructors who have been certified at TASER HQ, the course comprises a 3 hour slide-show presentation covering the technology, application, and legality, followed by an hour of hands-on range exercises that include firing at least one live cartridge.

Security Guards and Guard Operator Companies

California Security Guards are treated as a civilians performing a citizen's arrest.  I have contacted BSIS and they do not regulate TASER or OC spray, there is no certifying or permitting authority.  Guard operator companies can pay their local police or sheriff to train their guard staff on LE models such as X26 and C2- with the X7 still being introduced- but there is no good reason to equip and train your guards on LE products which are larger, heavier, and way more expensive than the Pulse, and only deliver 5-10 exposure second cycles.  Buy your guards Pulses and have them train with me, and they will receive copies of their "course form" as evidence of training for submission to insurers, and will be important evidence for your civil defense attorneys defending lawsuits brought by persons aprehended by your guards. 

Husbands, Boyfriends, and Fathers of Women

My wife works in SF and is regularly accosted by bums, and recently had a deranged man try to carjack her in a dark Menlo Park parking lot.  A female student of mine had her new iPhone 10 grabbed from her hands on a BART platform.  Fellas, we can't always be there to protect the special women in our lives, so we need to help them fight back.  Purchasing her a TASER Pulse and training on how to use it effectively, demonstrates to her that you want to protect her, that you care about her safety.  You should join too, making a date and bonding activity out of it, where I will convince you that a Pulse is also the right tool for you as well; a TASER is not the sissy's gun substitute, there is nothing lacking in my depolyment of multiple Pulses around my vehicle and home in order to have immediate access to a tool which will leave an attacker writhing on the ground and soiling himself while I pull out my folding knife or grab the Keltec KSG to finish the job- if legally justified. 

Models, Exotic Dancers and Sex Workers

Your career requires false advertising to, and exploitation of, men, and that can lead to mixed messages.  Failing to set clear boundaries, and enforcing them, can lead to a blurring of the business/personal nature of the interaction, resulting in stalking or taking things too far.  When you draw a TASER Pulse and flick the safety to shine a bright light and red targeting laser in his face, coupled with convincing verbal and physical posturing, "Fuck off!", this perv is going to know you can and will make him suffer.     

Realtors

Realtors are attacked often because they may shuttle clients who then direct them to remote areas for robbery or rape, or the attacker may perform the crime at the empty building being shown because there will be no witnesses.  One safety measure is taking the clients' ID at the realty office, but these can be faked.  Recently in Menlo Park, several men stormed an open house and mugged multiple women, shoving one to the ground.  In the TASER official course and private follow-up training, realtors can be shown how to carry a Pulse concealed on their person and in their vehicle, and when and how to draw and fire under the stress of a typical scenario.  

College Students and Educators

Schools, Colleges and Universities have resource officers or private security forces but muggings, roomate violence, sexual assault, and mass shootings prove that nothing short of a fascist police and surveillance state on campus will guarantee safety.  I attended USC in South Central Los Angeles and would walk or bike to apartments off campus that were prowled by hoodlums perpetrating muggings several instances per week, like hyenas drawn to an oasis in the desert.  Under CA state law, nobody can possess a TASER on a college campus without written permission from the Chancellor or President, but this law is likely unconstitutional after the Federal Supreme Court decision in Caetano v. Massachusettes.  For teachers, a firearm is a problematic solution due to the benevelent disposition of persons drawn to that calling, as well as the issue of bullets missing or overpenetrating walls; a Pulse offers an alternative to wimpering under a desk while you wait to be slaughtered.

Emergency Medical Workers

Paramedics, ER nurses, and pyschiatric staff are rarely armed but often assaulted by EDPs.  CEWs are not as effective on some persons experiencing excited delerium or on drugs such as PCP, but a TASER will still work faster than pepper spray, without the collateral contamination. 

Rideshare Drivers and Public Transit Passengers

Rideshare drivers are vulnerable because they have their back to passengers and are not able to pay much attention other than to driving.  Passengers may be inebriated, attempt to trash and vandelize the vehicle, or assault another passenger.  Pepper spray in a confined space will be like setting off a grenade.  A TASER Pulse can easily be concealed on your person or in the driver's area to reach for if tough talk is not going to suffice; we can work drills in chairs and innside your own vehicle to show how to get free of the seat belt quickly, defend from pummeling, brace off the vehicle and seat to deliver strikes, access the TASER, and deliver a shot at close range which "splits the belt" to lock up major muscle groups.  This also applies to passengers seated on subways, trains, or buses, and I can show you where to stand and where to sit to maximize safety.

Cannibusiness

To become licensed for marijuana cultivation under recreational use, the law requires security measures be implemented.  Trained in secure facility design, I have consulted to a small weed farm concerned about losses from deer, pilfering trim staff, cartels, and bandit stoners; especially at harvest time.  In addition to a security plan that incorporates layers of perimeters that deter, detecxt, and delay threats from getting to your crop, my consulting services can include training your staff and dedicated security guards on TASERs.  ATF has severely frowned upon the combination of firearms and weed, prosecuting firearms purchasers for perjury on the DROS (watch out, Bilzerian), leaving valuable crops and buried bundles of cash undefended.  There are over 10,000 unlicensed marijuana growing operations in California, and theives know you won't report the theft.  If you have not solved your banking issue, and are aware of cannibusiness execs being kidnapped and castrated in order to divulge their burried money, I can help improve your IT security for reduced hacks when legally converting cash to cryptocurrency such as Ethereum.  You are not permitted to possess a TASER in CA if you are addicted to any narcotic, which may include marijuana, but I am not qualified to make that medical or legal determination; no using your own product while I'm on site, please.
Criminals are predators, observing and choosing prey that will lead to a payoff of loot or gratification with the minimum risk of injury or incarceration.  Reading the hesitation or submission in the posture and voice of their potential prey, they will see through a poorly delivered bluff, then pounce.  If you lack confidence and conviction in the face of a hostile force,  an experienced mugger or rapist will not fear you, nor the weapon itself.  Criminals are not afraid of weapons themselves, as these are just tools of the trade of violence and theft; what they do fear is the person demonstrating the intent to use a weapon decisively and effectively.

Any weapon provides a false sense of security to the person who does not educate themselves on its operation, train techniques in its use, and develop mindset to manifest intention to use the weapon when necessary.  The average person buying a firearm, pepper spray, pocket knife, stun gun, or TASER- if they are honest with themselves- knows this purchase is buying a stairway to Security Heaven.  They checked off their box for personal responsibility by using their credit card, with no plan to achieve personal security other than using the weapon for posturing and bluffing, "I have a TASER, I'll shoot!", as if they held a magical talismen in their hands that wards off all evil doers. They are fooling themselves into a false sense of security if they think a complex weapon system is used effectively and reliably by nothing more than pointing and pulling a trigger, evidenced by a plethora of TASER fail videos that are actually predominantly user fail videos.  That person is not you, else you would not have sought out training and found this page.

By committing to attending an authorized TASER Pulse Civilian Training Course, you're taking personal responsibility for the security of you and your loved ones by understanding the technology of the weapon, where to store it at home/office/vehicle, how to carry it on your person, when and how it should be drawn, posturing toward the threat, when and how it should be fired, retaining the weapon so it is not taken from your grasp, legal considerations, escape and contacting 9-1-1. 
Why TASER​ Pulse?
The TASER Pulse is an excellent weapon for home, office, vehicle and street carry.  While an attacker can fight through the burn of pepper spray or even continue an assault while bleeding to death of fatal gunshot wounds, the neuromuscular incapacitation of a TASER conducted electrical device- when used by a trained defender- can drop the attacker immediately.  ​​​

A non-lethal weapon by design, a defender wielding a TASER is justified in firing upon an attacker for much smaller provocations than would be justified in using a firearm, reducing the tendancy of victims to be called on their bluff of willingess to shoot.

The Pulse is the preferred TASER model for civilians because it delivers 30 second periods of incapacitation compared to only 5-10 seconds on law enforcement models such as the X26 and new X7.  The Pulse is also smaller and far less expensive than Law Enforcement models.  The TASER C2 aka Bolt is the same as the Pulse electronically, just offering diffrent ergonomics.

While many employers prohibit bringing lethal weapons to work, a Pulse stashed in the drawer of an office desk may give you a fighting chance against an active shooter or violent customer.

Realtors, exotic dancers, security guards, rideshare drivers, teachers, ER nurses and countless other professionals are put in situations where force is required, yet lethal weapons are not permitted or justified. Unlike pepper spray cone and fog dispersal patterns, TASERs can be fired inside confined spaces such as vehicles and buildings without collateral contamination.

For those concerned about the Pulse's similarity to a compact handgun, you want the handgun shape.  Nearly all handguns are the same shape because that's what human hands have ergonomically selected in designs.  The Pulse has been so popular, the Bolt (formerly C2) a.k.a. "the personal massager" was discontinued Oct. 2018.  When seconds count and fine motor control is lost, you need the ergonomics of the Pulse to get proper grip, aim, and trigger actuation; those are all a challenge with the Bolt.  If you are considering getting a CCW, carrying the Pulse concealed is an excellent set of training wheels.

Due Diligence Prior to Registering for the Training Course
Prerequisites and Requirements

General

Relax!  You will not be required to be exposed a.k.a. 'tased' in this course.  This is an entry level course designed to enable nearly any responsible adult to significantly improve their ability to deploy a conducted electrical weapon (CEW) such as the TASER Pulse in a real-life violent altercation.  No experience with CEWs, martial arts, self defense tactics, or firearms is required.  Students can be age 16-100+, and even physically disabled persons with at least one functioning arm should be able to participate fully or nearly so.  Contact is light but expect to sweat a little.   The presentation is in the English language only, with future support in Spanish and Chinese languages.  First, before you invest more time researching if TASERs and associated training are right for you, ensure you are legally and medically eligible.


Legal Eligibility

  • Review regulations at  https://buy.taser.com/pages/state-requirements  and the most recent version chart of state statutes published as file “State-Statute-Chart v2015.pdf” or similar title at  https://axon.com/legal or here, focusing  especially on the state of California, but also for every state in which you intend to possess a conducted energy weapon (CEW).  Opon review by your legal counsel, you may choose to ignore most of these laws given the Federal Supreme Court's recent inclusion of these weapons as "arms" within the 2nd Amendment, along with the fundamental right to personal defense clarified in D.C. vs. Heller. 

  • By the scheduled date of training, your age must be at least 18 years, or at least 16 years with parental or legal guardian consent in writing.  Sales are to persons at least age 18.


  • You must never been convicted of a felony or any crime involving an assault under the laws of the United States, the State of California, or any other state, government or country, or convicted of misuse of a stun gun under CA Penal Code Section 244.5 .


Medical Eligibility and Risk Disclosure

  • Review the manufacturer's Citizen Warnings  and Volunteer Exposure Consent  to understand CEWs are potentially lethal from direct effects, particularly cardiac capture or arrest, and also indirect lethal effects such as injuries sustained from falls subsequent to intramuscular incapacitation.

  • Acknowledge that you will not be permitted by instructors to voluntarily expose yourself or others to the CEW, and accept the risk that you or others may be unintentionally exposed to the CEW, potentially resulting in death, serious bodily, injury, and any risk identified by the manufacturer warnings.

  • To reduce the occurrence of injuries and unintentional exposures, you must perform the course with a body substantially free of intoxicating or mind-altering substances.  Take the course seriously, prepare yourself to provide full attention to instructors' safety lecture and demonstrations, ask questions, perform skills no faster than you are comfortable, and follow the prescribed safety rules.

  • You must be physically fit for light physical contact and movement.  Understand portions of this course involve practical application of CEWs in defensive scenarios that are intentionally emotionally excitable and physically challenging. You may be pressured to perform pushups or other exercises with the group as punishment for safety violations or to simulate physiological effects of stress.  You will likely be asked to yell loudly and repeatedly, and may be yelled at loudly and repeatedly by others. With activities common of light contact martial arts, with intent to simulate violent encounters, you may be grabbed, shoved, fall, or perform the same on others with a degree of control to effect contact significantly unlikely to cause injury directly or indirectly.  This course is for persons seeking to mitigate their risk to potential death or rape, and are willing to accept a lesser degree risk of injury or death training to counter the actual attacks.  If you are unsure of your medical fitness, see your physician and provide him with risk descriptions in the documents referenced above, along with descriptions of physical requirements found on this site or provided to you by request. 
Preparation

  • Go to TASER's Training page and view as many videos and articles as you can make time for.  Review the consumer blog as well.  We'll be watching some of these videos in the course, but don't assume you'll 'get it' by watching once; maximize your time in the course by arriving with questions. 

  • Joining the Lightning Club- at least for a few months- is recommended because it will stock you with two ammunition cartridges per month for only $25 while compared to ordering a two-pack on amazon for typically $69.99 + sales tax.  You'll need to fire at least one cartridge during the course, though firing two to four is highly recommended, so it's economical to arrive with your own ammo rather than pay our $69.99 materials fee; though an exception to CA sales tax for "materials fees" means you will not pay sales tax if you pay for the course with included ammo for materials.  A new Pulse includes two cartridges; however, you should plan to use two in the course and acquire an additional pair in order to leave the course with both a Pulse and spare ammo ready to put the weapon to use immediately.

Miscelaneous, What to Bring

  • Participation requires mandatory signing of a liability waiver which you should review here  before arrival and signing.
  • We're pet owners but the facilities we use tend to frown upon pets, also there may be annoyance to other students due to barking and allergies; notify us if you will be bringing a registered/certified service animal. 
  • Bring questions from the preparation steps above.
  • Bring materials to take notes, if you find that useful for learning vs. devoting full attention to the presentation.  We may also recomend gear and other education resources you may want to write down.
  • The slideshow presentation is approximately 2.5 hours, wear comfortable clothes for sitting and bring a seat pad if you have one.
  • Bring eye glasses if you have trouble reading average size text on presentations.  We will also be reading printouts of the Citizen Warnings and Volunteer Waiver, which you should arrive having already reveiwed via the links above.
  • Bring two cartridges of ammo, else buy a Pulse or ammo pack from our online store here (link TBD) or on-site via Square or Paypal.  Cryptocurrency support expected 2019.
  • Bring cash and/or credit cards to buy ammo and more Pulses, one Pulse is not enough; have them available at a moment's notice in your car, bedroom, office, kitchen.  Buy more as gifts!
  • Bring at least a liter of water, possibly snacks.
  • Dress comfortably for sitting long periods and then doing range drills that involve light exercise and breaking a light sweat.  These can be non-restrictive casual street clothes as this is not a conditioning workout.  Wear shoes you can move in such as running shoes, sneakers, flats; wear what you normally wear on the street but assume any added risk to injury if doing drills in high heels or flip flops.
  • If you want to practice concealed carry i.e. wearing the Pulse concealed on your body while in public, bring a variety of cover garments such as a loose hoodie and jackets; these should not have any drawstrings or internal pocket seams near the waistband that could catch on the Pulse if waistband carry is to be used.  The Pulse should also fit in purses, fanny packs, and other carry vessels designed specifically for carrying a CCW handgun.
  • Bring a stiff belt such as a gun belt attached to your pants in order to practice carrying and drawing the Pulse holstered at the hip, though most 1.5" leather belts will do.
  • We have a small selection of several holsters to demonstrate different carry options and draw from, and even retail Bladetech OWB and IWB rigid holsters.  Our favorite is the Sticky Holster for the Pulse, every Pulse owner should own one.  Please bring a holster to class, else pre-order or on-site buy one from us to ensure enough holsters for range drills.  The protective sleeve that comes with the Pulse is not a holster.
  • Arrive well rested from the night before, there is a lot of material.  Arrive well fed.

Already own a Pulse?  If you're going to invest in becoming proficient with a weapon, ensure you always have access to one of those weapons by acquiring another to keep in your glove box, office drawer, nightstand, or TV room.

Instructor Credentials

Lead Instructor Michael Shannahan is one of the most qualified TASER Civilian Trainers in the world due to a depth of knowledge and skill in electrical physics and armed defense.  With a B.S. Electrical Engineering from the University of Southern California, he is uniquely qualified to comprehend electrical weapons.  Training regularly in reality-based martial arts since 1999, tactical and defensive firearms since 2009, he has an intimate understanding of violent encounters and how the TASER fails and succeeds in a variety of actual attacks YOU may face in your lifetime.  A graduate of the inaugural TASER Civilian Trainer course 2017, nobody has been training civilians in TASERs longer.  He is a CA Dept. of Justice Certified Firearms Instructor, NRA Certified Instructor, and US Concealed Carry Association Certified Instructor, curriculums which have considerable overlap with using the TASER Pulse.
